Can black powdercoated steel be painted??

Can black powdercoated steel be painted??
Can powercoated steel (grille guards, nerf bars, ect.) be painted? Or does the powdercoat have to be completely removed. I've been thinking about painting my grille guard with Herculiner, since powercoated products usually don't last 2-3 winters up here in AK.

I have seen a few trucks running around with lower body color painted step bars.
Don't know whether they stripped them first,or what. It looked cool though. I've had my Westins on for only about two months(NO SNOW) and rusty stains are appearing under the bars,on the brackets. This is a little disappointing,especially after paying an inflated price of $220 for them. As far as
painting powdercoat,I think it would work fine. Nearly anything that can be scratched,can be painted,,,,,98
