What is that historical marker about?

Good number of years ago, worked a wreck on Rt 699 at a small creek crossing, driver drunk, missed bridge, his PU hit the maybe 2 foot high concrete bridge rail, frame and engine stopped fast, whole upper part of cab flipped forwards and landed upside down in creek with three dazed drunks in cab roof, all 3 went to hospital, then two went home and one went to jail.
