OEM Brake controller install issue

OK. I've installed the OEM brake controller that I purchased new from a Ford dealership on eBay. It was a fairly simple and straightforward install on my 2011 Lariat. I went to the dealer today to get it enabled and after enabling it was giving off the "Trailer Brake Module Fault" message in the dash when I start the truck. Mechanic said he's done around 300 of these and this is the first time seeing this message. Any idea where the problem is? This is a new OEM brake controller bought from a Ford dealer and the wiring was pretty straight forward. Fuses are in place in the right spot as well. I confirmed that I have the correct version of the brake controller for my truck/year. Not sure where to go from here as I don't want to spend 300-400 for a dealer to troubleshoot.

Is there a history of these new OEM brake controllers being bad out of the box? Issues with the wring? Thoughts??

HELP PLEASE!
