2011 Ecoboost Gurus, Help me out with boost controller lines

Ok guys, help me out here. I have a 2011 Ecoboost F150 3.5L. I upgraded to the 2013 Turbos. If throttle is between 50-80%, I see boost go up to 16-18 PSI.

If I go WOT, it caps out below 10, every time. I talked to my tuner, he said to inspect the boost controller and lines on the top of the intake.

Pull the cover off, and I see this.



Everywhere I can find online (not a lot of sources) show this line shouldnt even exist - it should be a straight fitting ran drivers side to passenger. Im thinking one of my hillbilly mechanics attempted at one point in time to get a boost reference from this? Should this be replaced with a single fitting or what? Anyone have any ideas? I dont think it should be a cut line. Hoping this solves the boost problem.

Yes, it should be connected. It's either the control line for your wastegates or diverter valves. However, you have to use the 13+ intercooler and blow off valve. The 11 &12s use an integrated recirc valve that is different than the 13-16s.
