That's about what I'm getting right now in the city. I have 285/75/17 BFGs which is about the equivalent to a 33". My truck is leveled as well. On the highway with a 93 octane tune I'm getting roughly 16.5, (in ideal conditions)..once the wind kicks up or run into hills it drops to around 15.8. Just lighten your right foot and it should significantly lighten the blow on your MPGs..
