PVC valve or Ford 7L3Z-9F695-A Tube Assembly

Hello,
I'm getting conflicting info on this. Is the PCV valve in the top of the valve cover or is it the part listed as Ford 7L3Z-9F695-A Tube Assembly. Which goes into the intake manifold below the throttle body. I do have a hissing noise coming from the cold air intake, Im burning oil, I have missfires, rough idle etc. Ive checked the plugs and coil packs and swapped those giving errors but burning oil has to have another cause. If the part listed above is failing will it cause oil burning? Is this part just some type of sensor? I ordered it from ford weeks ago and its backordered. Do I need to change the driver side valve cover to replace the VCT?
Any help or advice would be much appreciated.

Thank you for your reply, after a little more research Ive determined two things, Ford Dealer Parts Departments are not reliable sources of information. The part in question is a PCV heater Tube,(I asked for a PCV valve and they tried to sell me this) why you would heat blowby going into the intake manifold seems counter productive from a performance perspective, but for emission controls, i guess we all benefit from cleaner air. The PVC is in fact built into the driver side valve cover, why ford would do that is beyond me. A service part that needs that type of labor to replace?? I have over 15k of lift kit and ARB lockers into my 2006 Fx4 and am actually thinking of cutting my losses and moving to another platform. Sorry, I'm venting now
