help with starting problems

I have a 2004 ford f150 heritage and I'm having a starting problem. When i go to start the truck i have to turn the key to the on position, wait 30-45 seconds before turning it over for it to start. If i don't do this process it will turn over but not fire. when i turn the key to the on position I can hear the fuel pump kick in so I don't think it is a fuel pump problem. when it starts it runs great. Any help on what to look for would be great.

When was the last time you changed the fuel filter?

Go to a parts store, borrow/rent a fuel pressure gauge, connect it, turn on the key, and read the pressure. 28 psi minimum required to start.

Will it start if you give it a little gas? Hold the pedal to the floor?

will not start if i give it gas or pump the gas. only when i wait 30-45 seconds

What about holding it to the floor? Pumping does nothing whatsoever, it's not a carburetor. Cracking it open will compensate for a stuck closed idle air controller. Holding it to the floor shuts the injectors off to clear a flooded engine.

So, what about the fuel filter? Should be changed every 30k. Check the fuel pressure.
