P0354 code for 2007 5.4L 3v help needed

There’s a P0354 code for the #4 cylinder on a 2007 5.4L 3v, here is what is known and been done so far:
  • New plugs and COPs have been installed; all 8 cylinders
    • The COP on the #4 cylinder was cracked (see picture below)
  • Wire from the ECM to the COP of the bad/#4 cylinder; after new COP and plugs
    • Pigtail connector to the COP was replaced
    • Continuity checks at the pigtail are good and match a known good cylinder/COP
    • Voltage checks good at the pigtail and match a known good cylinder/COP (though both seem to run a bit low at 10V)
  • NOID test on the #4 COP pigtail harness does NOT flash, but does flash on the #2 cylinder (a good cylinder)
  • Swapped #4 and #2 COP and plugs.
    • Pics below; the #4 plug is the one with the dark ceramic at the tip - both have less than 100 miles on them.
Is it possible for the ECM driver for just one cylinder/COP fail?
Update 2/28: This video was very helpful in confirming the ECM could fail in its ability to support a specific coil pack:
. In short, there’s something called a ‘Moët’ switch for each cylinder, that can be fried/fail.
