Hi I have a 2004 F150 the anti-theft code 13
The dealership should be able to pull the full 5-character DTC with their scan equipment then look it up in their service manual. We have neither that DTC nor a validated table showing lamp flash codes.
Did you explicitly tell them "replace the transceiver ring"? If so, that was a mistake as they will do exactly as you order and, if it doesn't fix it, you'll have wasted the money spent on that repair.

they told me it said 2012 or 1220 I told them to diagnose it and fix the issue that code originally didn't come up it came up a key issue flashing code 13 they coated some new keys and then they said 2012 popped up
None of those are valid fault codes.
Without the proper codes, you'd simply do best to just let them do their job, pay the bill, and, if you feel like it, provide a final summary of what (specifically) they observed and did.
No one here can see the vehicle or perform any diagnostics on it on your behalf, so continuing to second-guess the mechanic blindly is not productive.
