to be quite honest with you I have no idea I bought the truck at an auction I'm not sure if it is a duplicate or not my guess is it is a duplicate if that's the case can I get it to work or do I need a new key thank you

I still need help..
I just got back from the dealership I was told I didn't have the right key to start my truck I just got the truck on auction I ordered two new keys he said I needed 2. Is there a way to program the keys without taking them back to the dealership or do I have to take him to the dealership to program the keys any advice is appreciated thanks in advance

When you bought the truck, you must have never tried to start it. A mistake, or a fault has occurred.
The code 13 is the PATS key Transponder signal not received.
It's the wrong Key or the key is faulty.
You need get the correct keys or take the truck to a dealer, purchase 2 proper keys (not just any key) and have the system programmed in exchange for $$$$.
Then if no other faults, the motor should start.
The PATS system is a serious system that you cannot defeat.
It works or is doesn't let you run the truck because the computer must have the PATS signal to allow the motor to start.
After the motor starts, the PATS is 'out' of the control loop until the ignition is turned off, then it's back in again..

It would be more correct to say "If yo have to ask, you probably can't fix it". A reasonably competent DIYer with some basic gear can reprogram the system if the system needs re-programming.
If it's the transceiver, that's a simple PnP replacement, no programming needed.
FWIW, I've never seen PATS lamp flash codes in any of the factory service manuals, I've only seen stuff out of the UK from back in the 90s. You're usually better off going into the HEC and pulling the DTCs for PATS through the cluster if you don't have the proper scan tool.
