I want to change spark plugs and coil packs looks like much more room if i can get the pcm
and bracket out the way wondering if first disconnect battery then unplug pcm wouldn't this be same as changing battery

It's a good idea to disconnect battery whenever you're doing a bunch of work under there - especially with the PCM. And, #4 is MUCH easier to get to without the PCM bracket in the way. However, I've always managed to just lay the computer over out of the way without pulling its plugs, and then remove the mounting bracket.
After changing any major components - I like to do a 'Battery Disconnect Relearn Process' anyway to force the PCM to -recompensate- for the new parts.
