P0446 Evaporative Emmission Control System Vent Control Circuit

I dropped the spare tire removed the canister and tested the Vent solenoid.
I used 12 volts and tested the solenoid it functioned fine. I then turned the key on to the run position and tested the incoming voltage it measure just over 5 volts.
I was going to bolt the canister back up but I wanted to see if I could feel and or hear the solenoid activate when the key was in the run position.
I had my wife turn the truck on to the run position and nothing the solenoid never got activated. I then tested the the connection and no voltage.

I peeled back about a yard of the wire but never found any break or bend. I tested the wiring about 2' feet back from the connection and still no voltage.
I do not have a wiring diagram for the truck, I can not find any fuse that would be associated with the EVAP system.
Any info would be appreciated.

Over 150 views and nothing... there has to be someone else that had this type of trouble...

 

Check the wiring all the way back had mine on 2004 broken in harness. Gave a good pull on it and it broke in half. Wire corroded.
