Two months after i bought my 13, my kid backed into it pulling out of the driveway. All she did was scuff the paint right in front of the bumper. After it was all said and done, cost my insurance 1,000 to replace the factory fender flare, replace the FX4 sticker and repaint the bedside. She did 1200 in damage to her focus.

They should hammer it out, and use a thin layer of body filler, prime and paint the whole panel

That's a great idea. They'll look goofy, but only $400. Even smal, good looking OEM flares would cover 75%+ of it.

If they hammer and fill and blend paint it, I'd say about 2 grand.

It goes beyond the fuel door.

Get a new panel from LMC Truck and take it to a good shop to have it painted and replaced. They come primed. It might save you up to a few hundred dollars. They will charge you more if they order it.
