Rust, rocker panel rear cab

Rust, rocker panel rear cab

This is on the bottom rear of the cab where it curves in behind the front of the bed. The paint is bubbled and soft, but hasn't broken through yet. Anyone know if it can be fixed without moving the bed out of the way? I have a rust spot on the top of the cab next to the third brake light where the PO scratched through the paint that I'm going to have fixed this summer. I'm hoping to stay ahead of the rust if possible, but removing the bed to get access to the rust that's developing down there might get expensive fast. I also plan to POR-15 the underside of the truck this summer. 2005 Lariat SCrew

rocker rust is from the inside out. That's salt and dirt sitting inside the rocker that is causing the rust to come through the paint.
