I think the chrome bumper, wheels and grill surround were standard on the 04 XL's then in 05 they switched to plain unpainted stuff, and the chrome pieces became the optional XL chrome package. I remember reading in the 07 brochure that an XL chrome package existed, not sure when it started.

 

Yes, chrome bumpers (with painted upper) and chrome grill surround were standard on the 04's, however the standard wheels were the painted steel.
