I am local in So Cal and remember somebody recently selling one on Craigslist. Check Inland Empire, LA and Orange County. Search for tailgate. I will see if I can find it again.
Good Luck

and the tailgate gets locked 100%. as soon as it shuts, the tailgate gets locked back
I pulled a buddies car for him and he forgot to relock the hitch when he loaded it. Trailer put a huge dent in the back of the tailgate.
I found and exact color match on Craigs list for ~$200. You can find them there and ebay. May take a week or two but you'll find a good deal.

Will drop it off at a paint shop around the corner on Sat.
Honestly who steals a tailgate..... thats pitiful. Sorry for your loss.
How does this work exactly? And how do you end up unlocking it if the ties lock it in? Im confused but interested.

On the right side of the tailgate the hinge or pivot point is slotted so you can remove the tailgate. The heavy duty zip ties goes around that pivot and prevents someone from just lifting out your gate. You have to cut off the zip ties before you can remove the gate. A theifs biggest enemy is time, if he has to spend an extra minute or two trying to get your gate, chances are he will move on and try the next truck he finds. The tailgate still operates as normal, you just can't remove it without removing the zip tie first. You can also use a hose clamp in place of the zip tie.

Second will be buying a new lock since my key won't work in the one I'm picking up after work today.
