console shifter actuator

I currently have a 06 F150 Lariat in the shop I'm working on. It's an attempted theft vehicle, I'm in the process of replacing the trim panel that surrounds the console shifter. In order to replace this you have too disconnect the shifting linkage and feed the trim panel over the shifter once you've removed the shifter handle and plastic lower sleeve. I'm re-installing everything on the truck now but I'm having a problem with the safety switch on the handle, you can press it in and cycle through the gears, but once you put the truck back in park the button is not releasing (to lock the shifter) I'm wondering, is this a common problem? Do the actuators on the left side of the shifter assembly have a problem with malufunctioning? Any and all help is greatly appreciated, this vehicle is scheduled to leave my shop tomorrow and I've expended all options outside of ordering a new actuator. Thank you for your time.

Check the fuses. The BSI (Brake Shift Interlock) fuse could be blown.
