Didn't these used to be in the engine compartment area?
On my brothers '98 it was in the passenger side fenderwell under the plastic inner fender. One time we were driving and the tire started making noise like it was going to delaminate, and my brother being the know it all speeds up thinking thats gonna fix the problem. So the tire blew and ripped out the inner fenderwell and the EVAP canister too. Check engine light immediately came on. And we were stranded in the hot desert weather for like 2 hours waiting for a tow truck. I almost died twice that day. Once from a potential rollover, and another time from severe dehydration. Good thing i dont work with my brother anymore.
