pac swi-x help needed

pac swi-x help needed
I am tring to program my pac unit. I made it through step 10 of the programing and that is as far as I can get. In step 18, when I press and hold the programming button the LED will light up and go right off instead of staying on. I don't know what I am doind wrong.
