does the bumber have to come off?

pulled my buddies jeep out of a ditch but he was supposed to take the tow strap off but dident ( I know.....never dpend on anyone else). Long story short, my lower front valence caught the hook when it slipped off as i drove away and i have to replace it. The ford techs told me that it to do it they would have to charge me 1 1/2 hours of labour cause the bumber has to come off to replace it. Is there anyone here that can confirm it? i dont want to get too ripped off...though i should be used it from now....lol

Take a look under the bumper and see if you can get at the bolts for the valance without removing the bumper. I'd think that you should probably be able to do it without removing the entire bumper.
Personally, I'd probably just get the replacement and do it myself and save the extra $$ not spent for labor and spend it on something else.

take the bumper off and do it yourself. Save the money.
