gas mileage

Hea guys I have a 2004 4.6 2wd with 355gears.I have ladder racks and three tool boxes full of heavy tools.I have put after market exhaust and removed part of the air filter cover.I have plenty of power since I made these mods but I am lucky if I get 11mpg in the city.when I haul my trailer for get about it!
Does anybody else out there actually use their truck for any type of construction? If so how is your mileage

You could be pumping your engine full of hot air from the engine compartment.
That's if I understand what exactly it is you did...
If you're loaded down all the time with only the 4.6, yeah, you're not gonna get great gas mileage, but I doubt it should be that bad.
Have you gone to have your truck weighed to see if you're pushing the GVWR?
What kind of RPMs do you run your engine at?
What's the peak during your acceleration?
