Flow Through Vents?

Hi everyone! I have a question about the flow through vents in my 04 FX4. I have the center console with shifter and flow through vents. The vents in the console dont seem to be blowing any air. The owners manual says the vents only blow in the vent or vent/floor settings. Mine doesnt blow in either setting. I do feel some warm air right at the vent but there is no air velocity at all. Does anyone know if this is normal?

Mine will blow air, but not as much as the front vents. If I close all the front vents then I can feel all the air come out of the 2 rear little vents. They do not blow any air when the selector **** is on the "floor" setting. When I want heat in the back I close all the front vents and use the "vent/floor" setting.
