Is my abs module bad?

Hi guys, I got code C1185 on my 2002 Ford F150 and I checked all the fuses and went on to test the power at the ABS module plug in. I tested pins 9 and 25 for power (like was mentioned in a youtube video I watched diagnosing the issue) and got full battery about 11.8V. However, they also mentioned testing pin 16 with the power on. I tested pin 16 but got 9.8 Volts instead of battery power. I read another thread on here and they didn't mention pin16 at all in the diagnostic so I'm wondering if that matters? Is my module bad or does low voltage on pin 16 mean something else? Any advice is appreciated.

I was trying to find a circuit schematic for this system but I'm having a hard time. I'm wondering if something could be causing high resistance at pin 16 specifically

Pin 16 should be full battery voltage when the ignition switch is in the RUN position. Check your procedure and verify ignition switch position.

Turns out my battery was dying during my test... what are the chances? Getting a new battery tomorrow and will update.

Batteries can die anywhere between 3-10 years depending on climate and quality of components.

It lasted me 6 years so I guess I'm happy with that... so I bought a new battery and retested and the pins 9 and 25 are 12.65 volts and pin 16 is now 11.8 volts. There is still a difference but it's not as bad as I thought originally. I'm not sure what could be causing it, but I'm assuming it's not an issue. So anyways I followed the instructions in this video here
and re-soldered the connections in my ABS module and so far the warning light hasn't come back on. I'm not sure if it's fixed or what but I drove it to the store and back and usually the light would come on after a minute or two. I don't think replacing the battery would have fixed it but I'm not a mechanic so I don't know for sure. If it comes back on later, I'll update.
