It depends on what the tool will do, you ability to understand the codes and interpret the data, then work on the fault on that basis.
If just for codes, a $20 reader is all you would need.
You can't tell what all any device will do just looking at the package.

I have the one that does ABS and data logging. Works great

 

I got a bluetooth scan tool off eBay for like $4, Elm 327
it does everything you'd need a code reader for and sends the data to my phone or laptop.

 

I have the Mac Tools version of the bottom right one. Purchased in 2010 I believe. Happy with the speed of it, even compared to newer units
