I think those sound like parts engines, my local yards keep good runners in a seperate area and keep them runable.
I bet they have a "run row" if not I'd move on to the next yard.
I'm sure if those engines were any good they'd keep them running because they'd get more money for them.

Nope. In Richmond va (chesterfield auto parts) holds a monopoly. They either completely sell the car in the few situations it's in good enough condition, or it goes to the yard. I have been visiting their yards for 16 years. People pull these engines all of the time.
