Code p0406
I got a code for egr circuit high and tested voltage on the dpfe sensor. It reads 5 volts on both outside wires with engine cold, running or not. Any testing suggestions would be appreciated.

Since it's an electrical code and you have 5 volts, there is no more testing to do.
The computer has already tested it and found the DPFE cannot operate so looks like an open circuit (high).
The code suspends the dynamic operation
The dynamic operation is in OD oo 3rd gear at cruise speeds and light throttle.
Since it's faulty is cannot work at that point either.
Replace the DPFE with Ford OEM part.

The DPFE is a peice of 'active' electronics.
It's a three lead device. Battery, common signal return, and signal lead readout.
It needs to be powered to work.

It's sole job it to measure pressure difference between it's ports off the EGR line and report the difference signal to the PCM on the third lead.
.
Differences in pressure for failures are 401, 402, 403 codes, not a 406.
Since it does not work at all, there can be no other code reports.
If you are measuring voltage to engine ground, that is not correct.
It is measured between VREF and signal return only.
If the two leads were shorted you would measure zero between them because it would be the same voltage and may cause other issues because the 5v reference feeds other sensors.

If one is open you would read zero as well since the circuit is not complete even for the voltmeter test.

My guess is you measured 5v to engine ground to get what your saying you see.
On the DPFE, dosn't make a difference if it 2 years old or 2 days old to be faulty.
Again, the 406 code is an electrical failure likely a DPFE internal circuit fault.
There is no more to explain unless you have a faulty PCM or a harness issue.
