Look what I found:(
That is a fracture, not a cut. You have broken hangers, bad mounts or something that is/was putting stress on and flexing the exhaust. Find the cause, fix that then remove the O2 sensor, weld the exhaust back together with reinforcements and reinstall the O2 sensor.
Looking at long tube headers with high flow cats priced together at $400
is that a good price?

..once upon a time, maybe read it on another forum. IDK? ANYwho, to the OP, might want to check the tranny & engine mounts or cross member. It/they maybe worn out/ broken and that is placing extra strain on the exhaust as a result.

Right, ^^^^.
The 99 is tied right to that trans mount, - via plate & hanger. Usually the plate breaks or cracks.
That also takes out the rear manifold head studs. Pass side first. Better check.
