1997 F150 4x4 not engaging

My 1997 F150 4x4 will not engage. I have a manual shift on the floor. The dash light comes on when I start the engine, but does not come on when I shift to 4H or 4L. I have replaced both solenoid valves and vacuum hoses. When I swap the the vacuum connections on the solenoid valves the 4x4 engages and disengages when I use the floor shifter, but the dash light still does not come on. I had the GEM replaced a little more than a year ago because of another issue. I have disconnected the battery for about 30 minutes. All the fuses are good. Does anyone have an electrical drawing for the 4x4 system and/or does anyone have any suggestions on what I should do?

Not to offend you, but are you sure all the fuses are good?

I had the SAME problem with the light, checked the actuator, hoses, solenoids and they all worked. but no light. it was a fuse #8 i believe inside.

Just double checked the fuses and even checked the ones that had even a remote possibility of being used by the GEM or 4x4, all are good.
