Yea , I think the theft light will blink continuously if the PATS are screwed up.
Turning the ignition on and off that could be the only way it's building enough pressure at the rail.
1. You should be able to hear the pump charge the line in the run position every time.
2. It may not be able to w/filter plugged, bad pump, bad relay.

They changed locations in 99, so I'm not sure where they put them. There should be a an owners manual in the glove box. That has the location.
Turn the key to run and feel the relay, - if hot, it's bad. You might be able to swap that relay with the horn relay. They should be the same.
If you don't have an owners manual, - download one @ motorcraft .com.

i don't think its your fuses if they couldnt handle the current they would blow however you do need the right fuses in there lol. does it run good when you do start it after a good drive? if it does i doubt its your fuel pump. does it have after market battery connecters on it ? if so make sure its the light strap type connecter with the set screw. i posted a thread about this and some people left some interesting posts on the subject.turn your key to the run position not start position you should hear the pump humm every time for 1-2 secounds thats the fuel pump primeing if you dont hear the pump have someone hold there hand on the relays under the hood and turn the key to the run position they should feel the relays click under there hand. if not try swapping the relays and try again. if you do hear the pump in the run position turn it run and off letting it prime each time 4 or 5 times and see if it starts then if it does then you have fuel pressure problem at the pump or regulator. im by no means an expert just my 2 cents worth hope this helps and good luck.
