"Turn over completely" - do you mean it cranks but won't fire off? You either have no fuel or no spark. Pull a spark plug and look at it/smell it - If it's wet with fuel, you have a spark issue. If it's dry, you have a fuel issue. Have you reset the fuel inertia switch? Do you have PATS, and if so, what's the "Theft" light doing?

It would help if you filled in your profile with year, model, and engine.

Check the main ground for the PATS...I learned this today, I got the nose tore off my truck and it wasn't grounded and it wouldn't start...Does the radio flash quickly, does the THEFT light flash quickly, if it has a digital dash, the mileage will show up as dashes instead of numbers...Should be 2 thick wires on a big ring terminal...

That probably means the injectors aren't firing. Have you scanned the OBD for codes? Have you put a fuel pressure gauge on the rail?

Have you put a gauge on the rail? Just because it's pissing out gas doesn't mean it's at sufficient pressure.

or the filter since it could be clogged and not letting enough fuel through.
