Problem with the Air Conditioning

I had my Air Conditioning go out late last summer. My brother works at a body shop and has a machine that fills the air conditioning back up with freeon. He thought it was out. But when he sucked the stuff out of the tank to fill it back up, it was about 95% full still. I am thinking the switch inside the truck is bad, but i don't know. it blows hot air, but when i switch it over to a/c, the rpm's don't dip down for a second like it usually does. i don't know what is wrong. please help! thank you for your time

P.S. The truck is a 1998 Ford F-150 5.4 V8
