I'm not sure of the difference between a leveling kit and drop shackles, but a pair of Belltech 2" are around $50

Not sure about this but with a 2.5 to 3 inch kit mAy put your front end higher than the rear. I have the 1.5" daystar kit on my 98 and it sits very level maybe a hair lower in the front

I'd say go with a 1.5", this will give you 2" of lift.

Hi!
I have a 1997 2wd that I installed a leveling kit on. I used the 2" kit from trailmaster that I ordered from auto anything. After I got my alignment, I went and bought a 1" rear lift block for the rear. This made my truck perfectly level. I am currently running 265/75/16 which I think is about 31.5" tall tires. Not sure though. I dont have any more before pics but I can get more after pics if you want. The 1" block is only in the pics with the new tires on. UH OH i just reread everything and it sounds like you want to lower your truck. Sorry

I put it on a level driveway and measured from the ground to the upper part of the fender, then put a floor jack under the front and lifted it til it looked level. It was about 2.5 inches. Heres a question. Could you put 2 leveling blocks on each side? Say one on each side of the spring? Would new bolts be required?

Also, you think it would clear 33s?

leveling blocks? like under the leaf spring blocks? yes, and yes new U-bolts are needed. as for the front, w/ coils you can only go up to 2" w/o replacing c-arms and shocks and other stuff. and you should be able to clear 33s with maybe some rubbage but dont count on me. im sure someone will chime in
