Why would he scrape it off- does it not "stick" to itself? If not, how can it be repaired when damaged? Seems like he should be able to just spray a layer of navy over the black.

Did you pay extra for the navy? Many places charge about $100 more for colors other than black. His "discount" offer may not really be a penalty to him.

If it REALLY has to be scraped, I'd take the $100 off the price of the BLACK. If it can just be "shot over", I'd make him put the blue on. You'd be getting extra thickness for your trouble.
