parking brake adjustment
first I would recommend inspecting your rear brakes for excessive wear and any fluid leaks,
with both rear tires off the ground, frt tires are chocked, trans in neutral, access the adjuster through the bottom of the backing plate (oblong opening, should have a rubber grommet) turn the adjusters while checking contact by spinning the rear tires, once you start hearing a scratching noise from the pads rubbing your done-- then do the other side--

The rear drums are supposed to adjust as you brake in reverse. However the sdjuster can get rusty and sticky. As for the parking brake cable I believe there is an adjustment that can be made to rermove slack from the cable just before the driver side rear wheel in the cable route.
