I have a '98 f150 xlt 4x4 off road and I am wondering if I can fit BFG all terrain 31's with out a lift?

You're in luck. That won't be a problem. You can go to 33" if you really wanted to......

I got 265/75/16 which phyically measure out to 31". Fit just fine. Look alright too...
