whats the pros and cons of using body lifts as a leveling kit vs suspension lift to level it? i was looking at rough country's website and was wondering why i should do one over the other
Yep, body lifts dont level. You'd have to buy a leveling kit (just a spacer) along with the body lift.
On a suspension lift, it levels out the truck. (Along with lifting the vehicle a few inches depending on what you buy)

not a huge budget >300 for lift/level
not real high i want to keep the stock feel to it
not huge tires. i really just want to fit some 18x9 inch rims (what tires could i fit with out lifting/leveling it)

Reading those threads is a very good idea to learn about what is actually being done to the truck as well as what brands, how to do it, and some examples.
If your looking to spend no more than $300 your best option is to just level the truck. A suspension lift is out of the question with your budget. A 2-2.5" level (raise the front end to match the rear). Autospring is a good brand. With a 2" or a 2.5" level you can fit a 33" tire. Had your truck been a 4wd you could squeeze in a 35" tire. And a leveling kit is a relatively easy install you can do yourself and there is plenty of help around here to go about doing it.

I'm atleast glad some body looks at that thing
w/ your budget all you can afford is a leveling kit. Cutten customs off 1960/cutten is $300 OTD for a 2.5" kit installed w/ alignment.
