I have an 04 with stock 18's and 2.5 level kit. Will 20's with 33s fit?

Assuming it is a 4x4, they will fit but whether it rubs or not depends on the rim width and backspace.

Yes its a 4x4. Looking at some 20x9. So If it rubs all that I can do is shave the fenders?

Not the fenders. Probably just the plastic valance if you use a wide wheel with shallow backpacing.
