ABS Problems

I have a 2000 expedition that the ABS module won't shut off. I had to remove the 50 amp fuse to get it to stop. Some one told me the rear wheel sensors are usually bad or the controller. So I replaced the sensor but when I re-installed the fuse it runs continuous. Any ideas? Does the controller on top of the pump need to be replaced? What years and models would have the same controller?

It was the ABS computer module on top of the ABS pump. Found it at a salvage yard for $75. Replaced it and everything is OK.
