Kinda bummed

the new rotors already have surface rust on the top edge of the rotor, and some in the grooves in the slots. I know it happens to a lot of the rotors, but what can I do to remove it??? and maybe prevent it?

idk if there is a way to prevent it..i think it just happens

too much heat, salt and dirt at an accelerated speed for anything worthy of your effort. Its just one of them things if you use it, and its metal and its outside... it will rust.

might could paint them with high temp paint, but chances are you will create an insulated layer for the heat in the rotor, and they would get hotter

wire wheel carefully, but not something i would recommend. its the sort of thing you just put up with or ignore as something you just cant do anything about. Sorry man.
