The best thing to use would be the least powerful, least damaging method that will work.
So try regular soap first. If you've properly taken care of them, that will work with a soft towel. If that doesn't work, try some wheel cleaner. If that doesn't work, they have some really powerful wheel cleaner at detail supply stores that will get just about anything off of your wheels...as long as you don't let it dry on there, you'd be fine.
If you have to get to step 3, lesson learned...clean them more often and wax them after each cleaning.
