Brake Problem--Help!

Ok I have a 1999 F-150 V-6 4.2litre Auto 4x2

My problem is that when you press on the brakes it makes this weird ticking sound. I have noticed though that if you hit the brakes hard it does not make the noise, the noise only occurs if you press the brake pedal very gradually. The noise is almost like as if you are winding a toy or something, click, click, click, click....I have never heard this before. It is very strange because its not coming from the tires or anything, it seems to be coming from the brake pedal area itself.

I have taken the tires off and looked at the pads and rotors-everything appears to be normal...as in normal wear...

I am hoping someone might have had this problem before, or someone might know how to solve, please shoot back any suggestions, you guys have been great! Thanks!
