ABS light on, shuttering when stopping, popping with emergency brake

ABS light on, shuttering when stopping, popping with emergency brake
Hey all,
I'm having some issues with my 99 F150 XL brakes. My ABS light is on constantly and for a while my brake light was on but is no longer. I can't get a code from my dads scanner and don't really have the cash to take it somewhere. The issue I'm having is when I stop I get some severe shuttering in the front end and a slight pull to the right. Also when I'm on a slight incline and dissengage the emergency brake I feel a pop from the rear brakes as I begin to move. Front rotors seem fine, shoes are almost new, rear drums and shoes are fine, pedal pressure isn't as great as it used to be but it still stops.
