Still working on my front brakes. Put the Rotor on and the manual says 17 inch pounds for the nut. I have a foot pound torque wrench but the lowest value is 16 Foot Pounds so I can't use that.

1.Can I just "snug" up the nut, back it off then make sure there is no play and then install the cotter pin? I counted how many turns the nut took to come off, can I just do that?

2.Do I need to get an inch pound torque wrench?
