Can I put 16.5 x 9.75 rock crawler rims on 33x12.5 pro comp mt's on my 1998 f-150 4x4 off road without a lift and still have good clearance.

Should be able to. You might want to consider a body lift to get a little more clearance.

In a word....No. The reason is ProComp doesn't make a 16.5 tire(according to website). 15", 16", and 17" rim sizes only.
