they dont put them in at the factory because they may never be needed. i have seen a 98 come in to our shop and the camber and caster have been adjusted to perfection without the eccentrics. also, the older model chevy's dont need eccentrics, they need knockouts, which is punching a new hole out to move the shock mounts.
