Problem from below is now an ABS problem

Problem from below is now an ABS problem

The problem I was having from below has been partially solved. I tried braking with the transmission in neutral and still got the shuddering. I used just the emergency brake to slow down and stop and the truck shuddered still. I pulled the ABS fuse and the shuddering stopped. It still does slightly but no where near as bad. The ABS light had always come on when I started the truck and would go off in a second or two, of course now that I pulled the fuse it stays on. The truck is a 92 F150 4WD Ext cab with rear ABS. Is there a way to test the older systems like the newer trucks? Anyone have an idea what is wrong?
