Question Can't find the TSB for Sluggish in hot

I keep hearing that there was a TSB issued in June dealing with reprograming the computer to deal with driveability probems in hot weather. Its been mentioned on this sight in other threads, but no one mentions the TSB number. I've checked Alldata.com and asked around and no one has heard of it. Does anyone have any info. I'd like to get my wife's Expedition fixed before next Summer!

TSB number

I believe it is #02-12-3; reprograms the PCM to *not* retard timing when/if intake air temp. goes above 140F.
