fuel filter
I had the same problem with a 95 that I used to have. I glanced at my 98 and I think it is the same. I believe that you need a line removal kit that you can get at a parts store. What this kit has are plastic sleeves that you slide into the line to release it from the filter. I fought with the 95 till someone told me about this. I am not for certain about the name for the kit, but a good parts guy should be able to help you. I do know that the kit comes with varied sleeves for different size fuel lines..

most/all auto parts stores will a fuel line removal tool available. the one i bot at pep boys was about $12 and had two sizes. you have to have one to get the filter loose. dan
