Whistling noise found, can I fix it?

Question Whistling noise found, can I fix it?

I have a whistling noise coming from behind the fuel injection air intake tower on my 1995 5.0 l. V8 engine.

It is almost impossible to see back there, but, I was able to crawl up into the engine compartment and get my head back against the fire wall and can see that some kind of a bleed valve or relief valve has come loose from its base.

A 1/2 inch pipe comes out of the rear of the head and runs over toward the intake tower. When it gets to the middle of the engine, it has a T and branches off this valve which is about 2 inches tall and has a head about 2 inches in diameter. This valve is connected to a rubber hose about 3/4 or 1 inch in diameter that runs on over and hooks into some other stuff that I can't see.

Anyway, this valve is broken so that the head is away from the base and when the engine is running, a whistling noise is coming from the base that is tied in to the back of the engine head.

I suspect this is some part of the emissions control but don't have any idea. My Haynes manual is worthless on this.

Am I going to be able to fix this without tearing apart the fuel injection tower and all of the stuff attached to it?
