Post Lots of carbon in new tail pipe

I had the exhaust reroute TSB done on my truck a couple of months ago. New muffler and new pipe. This morning I noticed a black build-up inside the pipe. I brushed out a bunch of carbon ash. This stuff is loose, easily broken up stuff. Not just black stuff that just rubs off. Since the pipe is pretty new, this leads me to believe that the engine is running too rich. I have been getting about 15 mpg around town. (4.2 auto) My first road trip was at Christmas when I got right at 20mpg. I am now getting about 17 mpg hwy, running AC all the time.
Do you think the carbon is a fuel problem? What else could it be.

Hello Kenster: What is TSB? How many miles on your truck? Why did you have the TSB done? What were the simptoms that caused you to have this done?

Kenster replies: The TSB was to rerout the exhaust pipe to a position behind the rear wheel instead of in front of the wheel. There had been many cases of discoloration and pitting of the wheel and center hub due to the exhaust. They rerouted the pipe, put on a new muffler and gave me a new wheel and hub cap. There were no symptoms with the exhaust. The TSB was a cosmetic deal. It had to be carried out under the original 3/36 warranty.
